The overall objective of the Social Protection programme is to strengthen civil society in its efforts to contribute, work out and effectively implement socioeconomic security systems.

The goal is to improve living conditions and increase health and well-being for the most vulnerable and poorest. The weaker a state, and the weaker its government, the more children, the elderly, the disabled and the chronically ill, among which people living with HIV/AIDS, depend on their communities and social networks to survive. Social Protection takes a participatory approach, i.e. the demand side is leading: self-help groups, federations, civil movements co-operate, join forces, and raise voices in other to achieve ownership. Cordaid’s Social Protection programme is inclusive, and strives to improve sustainability, financial self-sufficiency, transparency and accountability (good governance).
Specific goals include contributing to the design and implementation of Social Protection pilots (conditional or unconditional cash transfer programmes) to ensure improved socio-economic living conditions of vulnerable people and access to basic services.

Another goal, at the organisational level, is to increase expertise in the involvement of civil society in the design and implementation of social protection programmes.

In Asia, Cordaid has a long history of building and supporting grassroots movements. Grassroots movements and other national civil society organisations have proven very instrumental in the implementation of social protection systems. They have been able to effectively influence government policies of social protection programmes and systems. Increasing this kind of community advocacy and participation strengthens a culture of good governance and accountability.

Cordaid’s aim is to share these Asian experiences with African platforms and networks.
